The Alliance for the development of AI (Artificial Intelligence) in Russia will Promote Technology in Public Administration
An alliance appeared in the development of artificial intelligence in Russia. These included Sberbank, Yandex, Mail.ru Group, MTS, Russian Direct Investment Fund (RDIPI), Gazprom Neft. The companies have already signed an appropriate agreement.
The AI Development Alliance emerged with the aim of developing participants to jointly develop technologies, the legislative framework for their work, attract investment, conduct research and promote the use of artificial intelligence. According to the publication Vedomosti, a representative of the RFP, two billion rubles have already been attracted to Russian technicians.
The alliance will not be a legal entity. However, he will receive the right, if necessary, to create new companies for individual positions. He will also be able to build trusts, associations and other structures.
Furthermore, the alliance agreement provides that all alliance actions will be taken at the expense of the companies included in the alliance. They will allocate the necessary resources for this, including technology and personnel. Budget funds will not be allocated to the Alliance.
Earlier, President Putin stressed that “the ability to work with artificial intelligence must become a mandatory requirement for any profession – in economics, business, education, health, law enforcement. And, of course, at all levels of power.” he highlighted the need for the introduction of artificial intelligence in public administration.
“The prospect of using artificial intelligence is huge and in absolutely all sectors. Artificial intelligence technologies make it possible to eliminate the inertia and slowness of the bureaucratic machine, radically increase the transparency and effectiveness of administrative procedures, which is very important for o stability of society, because only then will people see what the authorities do, how and what guides them in making certain decisions.
In the near future, the partners will elaborate a specific work plan and distribute the areas of responsibility and projects according to the plan. This is essential in order to cooperate with the State and enter into public-private partnerships (PPPS).
In October, Vladimir Putin approved the National Artificial Intelligence Development Strategy. Sberbank and the Russian government acted as the main developers.
In November, the president announced the need to develop a set of ethical rules for human interaction with artificial intelligence.
“We need to find a balance between maximum disclosure of information and people’s rights to protect this information, as they believe that this protection must be guaranteed,” Putin told the conference on artificial intelligence in Moscow.
